Marko Jeli\u0107, prof. s. s. u trajnom izboru<br \/>Veleu\u010dili\u0161te \u201eMarko Maruli\u0107&#8221; u Kninu<br \/><br \/><\/p><p>Od ulaska u EU Hrvatska je u poljoprivredu usmjerila milijarde eura \u2014 samo aktualni Strate\u0161ki plan ZPP-a (2023.\u20132027.) vrijedan je oko 3,8 milijardi eura. Ipak, fizi\u010dki obujam proizvodnje pao je oko 15,5 % od 2020. (biljna \u221214,5 %, sto\u010darska \u221221 %), a vrijednost poljoprivredne proizvodnje u 2025. ni\u017ea je za oko 14 % nego uo\u010di ulaska u EU 2013.<\/p><p>Posljedica je sve dublja uvozna ovisnost. Vanjskotrgovinski deficit dosegnuo je rekordnih ~2,4 milijarde eura, pri \u010demu 97 % izvoznog suficita \u010dine \u017eitarice i uljarice \u2014 sirovine, a ne hrana dodane vrijednosti.<\/p><p>Samo u vo\u0107u i povr\u0107u uvoz (~738 mil. \u20ac) nadma\u0161io je izvoz (~230 mil. \u20ac) vi\u0161e od tri puta.<\/p><p>Za\u0161to poticaji podbacuju? Produktivnost je tek ~30 % prosjeka EU-a, gospodarstva su mala i rascjepkana, a od ~165.000 registriranih tek je 15\u201320 % tr\u017ei\u0161no orijentirano pa se potpore raspr\u0161uju.<\/p><p>Pridodajmo starenje (38 % poljoprivrednika starije od 65), zapu\u0161teno zemlji\u0161te, klimatske \u0161okove i afri\u010dku svinjsku kugu.<\/p><p>Scenariji: najavljeno smanjenje ZPP-a od ~20 % nakon 2028. moglo bi produbiti pad \u2014 ili napokon prisiliti redizajn koji potpore ve\u017ee uz proizvodnju, okrupnjavanje zemlji\u0161ta i prera\u0111iva\u010dki lanac.<\/p><p>To je sr\u017e prehrambene suverenosti \u2014 klju\u010dne teme #INTERENEF2026. <br \/>Jesu li postoje\u0107i modeli poticaja primjereni svrsi?<\/p><p><br \/><br \/><\/p><\/div>\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-tab-title elementor-tab-mobile-title\" aria-selected=\"false\" data-tab=\"2\" role=\"tab\" tabindex=\"-1\" aria-controls=\"elementor-tab-content-6002\" aria-expanded=\"false\">English<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-6002\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-6002\" tabindex=\"0\" hidden=\"hidden\"><p>dr. sc. Croatian paradox.<br \/><br \/><\/strong><\/h6><p>Since joining the EU, Croatia has channeled billions of euros into agriculture \u2014 the current ZPP Strategic Plan (2023-2027) alone is worth around 3.8 billion euros. Nevertheless, the physical volume of production has fallen by about 15.5% since 2020 (plants -14.5%, livestock -21%), and the value of agricultural production in 2025 is lower by about 14% than before joining the EU in 2013.<\/p><p>The consequence is an ever deeper import dependence. The foreign trade deficit reached a record ~2.4 billion euros, with 97% of the export surplus made up of cereals and oilseeds \u2014 raw materials, not value-added food.<\/p><p>In fruit and vegetables alone, imports (~\u20ac738 million) exceeded exports (~\u20ac230 million) by more than three times.<\/p><p>Why are incentives failing? Productivity is only ~30% of the EU average, farms are small and fragmented, and of the ~165,000 registered, only 15\u201320% are market-oriented, so support is being dispersed.<\/p><p>Add ageing (38% of farmers over 65), neglected land, climate shocks and African swine fever.<\/p><p>Scenarios: the announced CAP cut of ~20% after 2028 could deepen the decline \u2014 or finally force a redesign that ties support to production, land consolidation and the processing chain.<\/p><p>This is the essence of food sovereignty \u2014 key themes of #INTERENEF2026.
