Marko Jeli\u0107, prof. s. s. u trajnom izboru<\/p><p>Veleu\u010dili\u0161te \u201eMarko Maruli\u0107&#8221; u Kninu<\/p><p>\u00a0<\/p><p>Uz aktualne rasprave na Me\u0111unarodnom energetskom forumu INTERENEF, vrijedi otvoriti pitanje koje se u strategijama \u010desto podrazumijeva, a rijetko problematizira: gdje smje\u0161tamo energetsku tranziciju? Prostorna dimenzija tranzicije nije tehni\u010dki detalj, nego jedno od klju\u010dnih razvojnih pitanja, osobito na prostorno i hidro geolo\u0161ki osjetljivom kr\u0161u.<\/p><p>Kr\u0161ko podru\u010dje Hrvatske i susjednih zemalja \u2014 Dinaridi, od Like i Dalmatinske zagore do Bosne i Hercegovine te Crne Gore \u2014 zbog vjetropotencijala i visoke insolacije (2.000\u20132.700 sun\u010danih sati godi\u0161nje, me\u0111u najvi\u0161ima u EU-u) postaje ciljna zona za razvoj vjetroelektrana i solarnih postrojenja. Brojke to potvr\u0111uju: Hrvatska je u 2026. godinu u\u0161la s 1.277 MW instalirane snage vjetroelektrana \u2014 prakti\u010dki sve smje\u0161teno u kr\u0161kom pojasu \u2014 dok je kumulativna snaga sun\u010danih elektrana dosegnula 1.255 MW, jo\u0161 uvijek prete\u017eno na krovovima. U 2025. godini obnovljivi izvori (uklju\u010duju\u0107i hidroenergiju) pokrili su 52,6 % ukupne potro\u0161nje elektri\u010dne energije u zemlji, a do 2032. hrvatske bi elektrane trebale imati najmanje 8.560 MW snage, ve\u0107inom iz obnovljivih izvora.<\/p><p>No kr\u0161 nije \u201eprazan prostor&#8221;. To je hidro geolo\u0161ki iznimno osjetljiv sustav u kojem se povr\u0161inske intervencije \u2014 pristupne ceste, temelji, kabliranje \u2014 brzo prenose u podzemne vodonosnike iz kojih se opskrbljuju cijele regije. Za\u0161tita voda i tla stoga nije nuspojava planiranja, nego njegov polazni uvjet.<\/p><p>Prostorna aritmetika je va\u017ena. Izravni otisak vjetroagregata je skroman (~0,5\u20131 ha\/MW), no ukupno podru\u010dje projekta dose\u017ee 20\u201330 ha\/MW; solarna postrojenja na tlu tro\u0161e ~1,5\u20132 ha\/MW kontinuirane povr\u0161ine, dok krovni fotonaponski sustavi ne tro\u0161e prakti\u010dki ni\u0161ta novog prostora. Na kr\u0161u, gdje su ekstenzivno sto\u010darstvo i ruralni turizam gotovo jedine namjene koje teren mo\u017ee dugoro\u010dno nositi, te razlike nisu tehni\u010dki detalj \u2014 one su razvojna politika.<\/p><p>Koristi za zajednicu su stvarne: prihodi lokalnim prora\u010dunima, decentralizirana proizvodnja, nova radna mjesta te smanjenje energetskog siroma\u0161tva i emisija. Jednako su stvarni i tro\u0161kovi: gubitak pa\u0161nja\u010dkih i poljoprivrednih povr\u0161ina, fragmentacija stani\u0161ta i krajobraza, utjecaj buke i vizualnih promjena na lokalno stanovni\u0161tvo te potencijalni konflikt s poljoprivredom i sto\u010darstvom.<\/p><p>Rje\u0161enje nije \u201eza ili protiv&#8221;, nego prostorno pametna tranzicija: prioritet degradiranim i ve\u0107 infrastrukturno optere\u0107enim lokacijama, dvojna namjena prostora (agrivoltaika uz ispa\u0161u), obvezni hidro geolo\u0161ki monitoring te stvarna \u2014 a ne samo formalna \u2014 participacija lokalnih zajednica u planiranju.<\/p><p>U kona\u010dnici, energetska sigurnost nije samo pitanje megawata i uvoznih ruta. Sigurnost su i voda, tlo i hrana. Marko Jeli\u0107, prof. s. s. in permanent election<\/p><p>Polytechnic &#8220;Marko Maruli\u0107&#8221; in Knin<\/p><p>\u00a0<\/p><h6>Renewable Energy on Karst \u2014 Between Transition and Territory<\/h6><p>\u00a0<\/p><p>Alongside the ongoing discussions at the International Energy Forum INTERENEF, it is worth raising a question that strategies often assume but rarely problematise: where exactly do we place the energy transition? The spatial dimension is not a technical detail but one of the central development questions \u2014 especially on the spatially and hydrogeologically sensitive karst.<\/p><p>The karst region of Croatia and its neighbours \u2014 the Dinarides, from Lika and the Dalmatian hinterland to Bosnia-Herzegovina and Montenegro \u2014 is becoming the target zone for wind and solar development thanks to its wind potential and high insolation (2,000\u20132,700 hours of sunshine per year, among the highest in the EU). The figures confirm it: Croatia entered 2026 with 1,277 MW of installed wind capacity \u2014 practically all of it sited in the karst belt \u2014 while cumulative solar capacity reached 1,255 MW, still dominated by rooftops. In 2025, renewables (including hydropower) covered 52.6% of national electricity consumption, and by 2032 Croatian power plants should reach at least 8,560 MW, mostly from renewable sources.<\/p><p>But karst is not &#8220;empty space.&#8221; It is a hydrogeologically highly sensitive system in which surface interventions \u2014 access roads, foundations, cabling \u2014 propagate rapidly into the underground aquifers that supply entire regions. Protection of water and soil is therefore not a side-effect of planning but its starting condition.<\/p><p>The spatial arithmetic matters. A wind turbine\u2019s direct footprint is modest (~0.5\u20131 ha\/MW), but the total project area reaches 20\u201330 ha\/MW; ground-mounted PV consumes ~1.5\u20132 ha\/MW of continuous surface, while rooftop PV consumes essentially no new land. On karst, where extensive livestock grazing and rural tourism are almost the only land uses the terrain can sustainably carry, these differences are not technical details \u2014 they are development policy.<\/p><p>The community benefits are real: local budget revenues, decentralised generation, new jobs, and reduced energy poverty and emissions. So are the costs: loss of pasture and farmland, fragmentation of habitats and landscape, noise and visual impacts on residents, and potential conflict with agriculture and livestock farming.<\/p><p>The answer is not &#8220;for or against,&#8221; but a spatially intelligent transition: priority to degraded and already infrastructure-laden sites, dual land use (agrivoltaics combined with grazing), mandatory hydrogeological monitoring, and genuine \u2014 not merely formal \u2014 participation of local communities in planning.<\/p><p>Ultimately, energy security is not only a question of megawatts and import routes. Security is also water, soil and food.
